Ruling, opposition party leaders' talks end without substantial outcomes

SEOUL Sept 1 Yonhap -- The leaders of the ruling People Power Party PPP and the main opposition Democratic Party DP agreed Sunday to form a joint consultative body to discuss matters concerning peoples livelihoods where both parties share common ground

PPP leader Han Dong-hoon and DP leader Lee Jae-myung reached the agreement at the end of their talks at the National Assembly the spokespersons of the two parties said in a presser

The meeting which had initially been scheduled for 90 minutes lasted for 135 minutes they said Han and Lee were initially scheduled to meet last Sunday but their talks were postponed after Lee tested positive for COVID-19

At the talks the two party leaders agreed to work together at the Assembly level to resolve the protracted medical crisis stemming from the doctors walkout while urging the government to ensure thorough preparations for emergency medical demand during the Chuseok holiday later this month

Discussions on the abolition of the financial investment income tax did not reach a conclusion but they agreed to discuss measures to address structural issues in the stock market

Regarding the investigation into the death of a Marine Lee apparently expressed willingness to accept the PPP-proposed third party appointment of a special counsel to look into the case but Han said discussions within the party were still ongoing

It marked the first time that the two held official talks as chiefs of the ruling and main opposition parties and the first such meeting between the rival parties since 2013

They previously met briefly on Dec 29 when Han took office as the partys interim leader and paid a courtesy visit to Lee but no current agenda items were discussed at that time

SEOUL, September 1 (AJP) - In a rare show of bipartisan dialogue, the leaders of the ruling People Power Party (PPP) and the main opposition Democratic Party (DP) met for talks on Sunday.

But despite high expectations, the meeting at the National Assembly, between Han Dong-hoon, the leader of the PPP, and Lee Jae-myung, who was reelected as the DP's chief last month, ended without any tangible results.

It was their first one-on-one meeting since they assumed their respective posts and also the first such meeting between the leaders of the two rival parties in over a decade.

During a closed-door session, which lasted for over two hours, the two leaders discussed key policy issues and potential areas of cooperation. They issued a brief joint statement outlining eight points of agreement, which were largely verbal and lacked concrete measures.

Among the highlights were plans to form a joint consultative body to address issues related to people's livelihoods and work together to resolve medical crisis caused by doctors' protracted strikes against the government's radical reform plans over the quotas of medical school students.

Han called for political reform and urged the complete scrapping of an income tax on financial investment in the stock market as his main agenda item. But Lee countered with a suggestion for a gradual easing of the tax for a limited period to maintain market stability, which led to an impasse on this issue.

As one of his key proposals, Lee urged to dole out cash handouts of 250,000 Korean won (US$187) to stimulate private consumption, but no consensus was reached.

Regarding the probe into the drowning of a young Marine during a rescue operation last summer, Lee expressed willingness to accept the PPP's proposal for an independent counsel to investigate the case, but both sides failed to narrow their differences.

The meeting was originally scheduled for a week ago but was postponed after Lee tested positive for the coronavirus.
