In a post shared on his Telegram on Sunday, Andriy Yermak, head of Ukraine's presidential office, wrote that European countries and NATO should brace for potential hybrid threats at their doorsteps.
"The appearance of North Korean troops dressed in Russian uniforms or Iranian proxies on the borders of NATO countries is quite realistic if Russia is not stopped now," he said. "The North Korean military is already fighting in Europe. Who could have thought of this before?"
Ukrainian President Volodymyr Zelensky's top aide also suggested that Russia's threat may not solely involve sabotage operations such as attacks on power cables, suggesting the possibility of more complex forms of aggression.
European intelligence agencies have earlier warned of Russia's potential to target infrastructure such as power cables and wind turbines, prompting Nordic nations to bolster their security. The Estlink 2 power cable, which connects Finland and Estonia, was damaged last Wednesday in a suspected sabotage incident, illustrating Russia's hybrid warfare tactics.
Earlier last week, South Korea's Joint Chiefs of Staff confirmed that around 1,100 North Korean soldiers deployed to Russia have been either been killed or injured, with Pyongyang believed to be preparing for additional troop deployments or rotations.
