Her trip comes amid mounting evidence of North Korean troops being deployed in Russian border areas to support its war in Ukraine.
The Russian Embassy in Pyongyang also confirmed that Choe's latest visit marks her third trip to Russia this year for "strategic dialogue" between the two close allies, following her previous visits in January and September, but it did not elaborate on specific details.
Instead, the embassy merely said that both sides agreed to "regularly conduct in-depth consultations on bilateral relations and international policy at the highest diplomatic level" as well as among working-level officials, under a treaty signed during Russian President Vladimir Putin's visit to Pyongyang in June.
Experts speculate that the two countries are likely to have follow-up discussions about North Korea's ongoing troop deployment to Russia amid their deepening military alliance, as well as North Korean leader Kim Jong-un's possible visit to Moscow. Also on the agenda will be the ramifications of the upcoming U.S. presidential election, which is just a week away.
