CCTV footage shows a car driven by Da-hye collided with a taxi while changing lanes in front of Hamilton Hotel in Itaewon, Seoul, at around 2:50 a.m. on Saturday.
Da-hye was seen stumbling around, unable to stand properly, about 30 minutes before the accident. She got into a parked car and started driving about 10 minutes later. She had left her car parked for 7 and a half hours, during which she ate and drank.
Da-hye exited a one-way alley and traveled about 170 meters before ignoring a red light and entering an intersection, where her car collided with a taxi.
A breathalyzer test conducted by the police revealed that Ms. Moon's blood alcohol content was 0.14%, significantly exceeding the 0.08% limit for license revocation, indicating a state of severe intoxication.
The vehicle driven by Da-hye was a Casper that her father had acquired in 2021 to promote his policy initiative during his presidency. It was transferred to Da-hye in April.
Da-hye is also facing a separate investigation regarding a money transfer of 50 million won (approximately $37,000) from the bank account of an acquaintance of her mother, former first lady Kim Jung-sook, to Da-hye's account. Police are tracing the source of that money.
In October 2018, then-President Moon told his senior advisers that DUI-related accidents were not "mistakes" but incidents that could "lead to deaths" or "completely destroy other people's lives." At the time, he called for tougher punishments for DUI offenses.
